April 11, 2018 Minutes

The Board of Directors of the Fremont-Mills Community School met in a joint session with the Stanton Board of Directors on Wednesday, April 11, 2018 in the media center of the school building.  The meeting was called to order at 6:00PM by President Morgan.

Agenda: Early retirement request received, to add to May agenda.  On motion by Forney, seconded by Barber.  Carried by all.

Minutes:  On motion by Barber, seconded by Jones to approve the minutes of March 13, 2018 as written.  Carried by all.

 

Budget Hearing:   As this was the time and date as published for the public hearing for the 2018-19 Budget, Supt Herrick presented to the board the FY18-19 Proposed Budget.   President  Morgan called for any objections or discussion on the budget as published.  As there were no objections, on motion by Forney, seconded by Smith to approve the budget as presented including levy rates as  follows: General Fund 8.69031% Instructional Support Levy .40888; Management Levy 1010420; VPPEL .70279; PPEL .33; Debt Service .96815 for a total levy of 12.20433%.  Ayes: all.  Motion carried.

 

Budget Guarantee Resolution:  FY19: RESOLVED, that the Board of Directors of Fremont-Mills Community School District, will levy property tax for fiscal year 2018-2019 for the regular program budget adjustment as allowed under section 257.14, Code of Iowa.  On motion by Jones, seconded by Barber to approve application for Budget Guarantee funding.  Ayes: all.  Motion carried.

 

Amendment of 2017-2018 Fiscal Year Budget.   As this was the time and date as published for the public hearing to amend the 2017-18 Budget, Supt Herrick presented to the board the need to increase the Total Other Expenditures line item from $6,056,497 to $6,255,255.  This adjustment does not provide for any increase in tax levy, but authorizes the district to expend the funds already on hand.   President  Morgan called for any objections or discussion on the budget amendment as published.  As there were no objections, on motion by Barber, seconded by Forney to approve the budget amendment as presented. Carried by all.

 

Instrumental Music: Mrs. Saker presented to the board a listing of the school owned instruments and discussed the need to replace some of the older pieces.  On motion by Smith, seconded by Jones to approve pursuing replacements and to consider whether the PPEL fund can be utilized.  Carried by all.

 

School Resource Officer: Tyler Loontjer, Mills County Attorney was present to discuss with the board the proposed ½ time school resource officer.  A contract with the Fremont County Sheriff’s office for approximately 37% of the officer’s salary will cost approximately $33,500 for the first year.  On motion by Barber, seconded by Forney to approve.  Carried by all.

 

Healthy Homes Family Service:  Mrs. Christiansen presented to the board our students’ need for access to some mental health services by a Licensed Mental Health Professional.  At no cost to the district, Healthy Homes Family Services would meet with families at the school.  On motion by Smith, seconded by Jones to approve providing a space for these services.  Carried by all.

 

Briefly discussed with no action taken: Wes Hill reported on the completed installation of a new water pit at the Carl Complex. Facility project updates. Facility Budget update.

 

Reports:

Transportation:  On motion by Barber, seconded by Forney to approve.  Carried by all.

School Bus Bids:  On motion by Forney, seconded by Barber to accept the bid for the 84 passenger Blue Bird bus at a cost of $93,197.00.  Carried by all.

Van purchase: Tabled.

Nutrition fund: On motion by Forney, seconded by Jones to approve.  Carried by all.

Activity: On motion by Jones, seconded by Forney to approve.  Carried by all.

Finance: On motion by Barber, seconded by Forney to approve. Carried by all.

Bills: On motion by Smith, seconded by Forney to approve payment of the bills in the amount of $702,985.57.  Carried by all.

 

Secure Access:  On motion by Barber, seconded by Forney to accept the bid from Thorco Technologies for Door Access updates at $24,785, and Video Camera updates at $19,785.   Carried by all.

 

Legislative update: Thanks to our community that contacted our senator to urge a yes vote on operational sharing funding.

 

PTO/Boosters: PTO preparing for Father/Daughter Dance, providing treats for testing days and Booster are preparing for track season and membership drive.

 

Good News: Congratulations to the FM Knight Readers who placed 4th in the Battle of the Books Competition in Red Oak. Ellie Switzer-6th, Macy Mitchell-6th, Mia Goodman-6th, Lilly Howe-6th, Nicole Vanatta-5th, Emma Hastie-5th. They scored 34 out of 48 points.

Summer Driver’s Ed:  On motion by Smith, seconded by Forney to set the rates for Driver’s Ed as follows:  FM students - $350.  Out-of-District Students - $450.  Rate of pay per student to the instructor: $210.  Carried by all.

 

School Board Appreciation Month:  May is school board appreciation month. Thank you to our school board members for their service.

 

School Improvement update:  Iowa assessments this week.

 

Early Retirement Applications: Resignations and Early Retirement Applications as follows: 

Susan Shepherd, Bd Secty/Tech Coordinator: On motion by Barber, seconded by Forney to accept with thanks for many years of service to the district.  Carried by all.

Doug Jamison, VoAg: On motion by Smith, seconded by Barber to accept with thanks for many years of service to the district.  Carried by all.

Skeet Clapper, Custodial: On motion by Barber, seconded by Forney to accept and waive the June 30 requirement and make it effective Oct 31.  Carried by all.

Howard Nelson, Driver: Action tabled at this time.

 

Resignations: Rachelle Focht resignation from Kindergarten teacher. On motion by Forney, seconded by Jones to accept. Carried by all.

Ryan Atkins, HS Math: On motion by Barber, seconded by Smith to accept.  Carried by all.

 

New Contracts: Jamie Ewalt a pro-rated contract at 7/10  time for JH Track Coach. On motion by Barber, seconded by Forney to approve.  Carried by all.

Owen Pitts as High School Math teacher for 2018-19.  On motion by Barber, seconded by Jones to approve.  Carried by all.

Sue Hillyard, Nutrition Secretary: On motion by Forney, seconded by Jones to approve.  Carried by all.

 

FMEA Contract:  On motion by Smith, seconded by Barber to tentatively approve a base salary at $36,425, adjustments to insurance; remove grievances procedures from the Master Contract as per state law, and to leave the remaining language in the contract as is this year.  Carried by all.

 

Support Staff: On recommendation of Supt Herrick to provide a 3% increase to support staff pending evaluations by administration.  On motion by Smith, seconded by Barber to approve.  Carried by all.

 

Sidewalk Bids: On motion by Forney, seconded by Barber to accept the low bid of $11,840 from Mark Hughes Construction to place a sidewalk to the north line of the school property, the majority of the funding from a grant from Wellmark Foundation.  Carried by all.

 

Open Enrollment:  Brayden Daigh IN from CB - On motion by Barber, seconded by Forney. Carried by all.  Keven Buckingham IN from CB, On motion by Forney, seconded by Barber. Carried by all.  Aiden Daigh IN from CB, On motion by Jones, seconded by Smith.  Carried by all.  Sophia Driever (tabled)

 

Programming proposal:  On motion by Forney, seconded by Barber to approve hiring a full time VoAg and one Elementary teacher and to adjust vocal and technology to ½ time.  Carried by all.

 

PreSchool:  Mrs. Forney presented to the board a proposal for fees/programs for the Early Childhood Center for 3 and 4 year olds.  Fees for 3 year old preschool $50 per month. Childcare rates will range from $2.90-$3.50/hr, not including meals.  On motion by Forney, seconded by Barber to approve.  Carried by all.
