January 10, 2018 School Board Minutes

The Board of Directors of the Fremont-Mills Community School met in regular session on Wednesday, January 10, 2018 in the media center of the school building.  The meeting was called to order at 6:00PM by President Morgan.

Minutes:  On motion by Forney, seconded by Jones to approve.  Carried by all.

Reports:

Transportation: On motion by Jones, seconded by Barber to approve.  Carried by all.

Nutrition: On motion by Forney, seconded by Smith to approve. Carried by all.

Activity: On motion by Smith, seconded by Barber to approve.  Carried by all.

Finance:  On motion by Barber, seconded by Forney  to approve. Carried by all.

Bills for the month:  On motion by Smith, seconded by Barber to approve payment of the bills in the amount of $735,331.66.  Carried by all.

 

Elementary Activities Athletic Policy:: Discussion on the number of volunteer youth athletic groups using school facilities, including Little Knights and Knight Vision.  On motion by Barber, seconded by Smith, to not make any changes in current policy. Those youth groups allowing all to participate will not be charged fees for use of school facilities, those “select” groups will be charged a fee for usage.  Fees to be reviewed next month.  Carried by all.

 

Early Retirement Incentive Programs: In order to save on salaries and to facilitate programming changes, on motion by Forney, seconded by Barber to develop an early retirement incentive program for the 2017-18 fiscal year, at a 30% reate with the intent to not offer again for 3 years, including all employee groups excluding administration, with a maximum of $25,000.  Carried by all.

 

Legislative Updates: On the legislators agenda are Operation Sharing, Supplemental State Aid, SAVE funds, School Choice 2018-19.

Other Updates: Calendar being developed; Early Childhood Center planning - questions that will be on a parent survey include cost, hours of operation, childcare vs. Preschool.   PTO fund raised to provide movie tickets for 3-6 grade field trips, will be focusing on the playground.  Boosters purchases for risers, flagpole and volleyball machine updates. Planning a Fine Arts night when the new auditorium opens.   

 

Personnel:  On motion by Barber, seconded by Jones to accept a resignation from Ian Tayner from HS Math at the end of the school year.  Carried by all.  On motion by Forney, seconded by Smith to accept a resignation from Alicia Callahan from Jr. Class Sponsor at the end of the year.  Carried by all.


Boiler repairs: Estimated cost of repair to the boiler $17,000.  Possibility of replacing with more efficient condenser boiler estimated around $45,000.  Looking into insurance options vs. replacement.

Open Enrollment:  On motion by Forney, seconded by Barber to approve open enrollment IN from Glenwood for Kalainee Teaney.  Carried by all.

 

Board Policy Review: 411.4 Classified Employee Licensing/Certification; 411.5 Classified Employee Assignment; 411.6 Classified Employee Transfers; 411.7 Classified Employee Evaluation; 411.8 Classified Employee Probationary Status; 412.1 Classified Employee Compensation; 412.2 Classified Employee Wage and Overtime Compensation; 412.3 Classified Employee Group Benefits (Revised per requirements for the Affordable Care Act); 413.1 Classified Employee Resignation; 413.2 Classified Employee Retirement.
